The Best Newcomer Programs and Resources in the GTA

The Greater Toronto Area is one of the most immigrant-friendly cities in the world — not just because of its cultural diversity, but because of the infrastructure of support that exists for people who are new to Canada. Most of it is free. Most newcomers don’t know it exists.

Employment and Career Services

ACCES Employment (accesemployment.ca)

One of the GTA’s most respected employment support organizations. Runs sector-specific programs for immigrants in healthcare, IT, engineering, finance, and more. Offers job search workshops, networking events, mentorship, and employer connections. Multiple GTA locations. Free for eligible immigrants.

TRIEC (Toronto Region Immigrant Employment Council) — Mentoring Partnership

Matches internationally trained professionals with Canadian mentors in the same field for a four-month program. One of the most effective programs for skilled immigrants entering the Canadian job market. Apply at triec.ca.

JVS Toronto (jvs.on.ca)

Comprehensive employment services including resume help, interview coaching, job search support, and sector-specific programs. Also offers assessments and counselling for newcomers navigating career transitions.

Language Training

LINC (Language Instruction for Newcomers to Canada)

Free English language classes for adult permanent residents and protected persons. Classes range from beginner to advanced and are offered at hundreds of locations across the GTA. Apply through IRCC or local settlement agencies. Childcare is often available during classes.

COSTI Immigrant Services (costi.org)

One of the largest settlement agencies in Ontario, offering language training, employment programs, interpretation services, and social support in multiple languages. Serves the GTA with multiple offices.

Credential Recognition

Foreign credentials are often not automatically recognized in Canada. Key resources:

  • World Education Services (WES): wes.org/ca — evaluates international academic credentials for Canadian equivalency. Required by most employers and educational institutions.
  • Ontario Bridge Training Programs: Sector-specific programs for internationally trained professionals in healthcare, engineering, law, and other regulated professions. Find programs at ontario.ca/page/bridge-training-programs.
  • Comparative Education Service (CES): University of Toronto’s credential assessment service.

Newcomer-Focused Community Organizations

  • Newcomer Centre of Peel (Brampton/Mississauga): newcomercentre.org — comprehensive services for Peel Region newcomers
  • Centre for Immigrant and Community Services (Durham/Peel): cicscanada.com
  • Immigrant Women Services Ottawa: Not GTA but useful model; Toronto has equivalent services through several organizations
  • 211 Ontario: Dial 2-1-1 or visit 211ontario.ca to find services by location and need

Housing Support

Finding housing in the GTA as a newcomer without Canadian credit history is one of the real challenges. Resources that help:

  • Many settlement agencies help newcomers understand tenant rights and navigate the rental process
  • The Landlord Tenant Board (ltb.gov.on.ca) explains your rights as a tenant
  • Some agencies maintain relationships with landlords willing to rent to newcomers with international references
