How to Get Your Foreign Credentials Recognized in Canada

Having a medical degree, engineering designation, or legal qualification from another country doesn’t automatically qualify you to work in your field in Canada. The credential recognition process varies significantly by profession and province, but it is navigable — and in many cases, faster than people expect.

Two Types of Professions

Canadian professions divide into two categories:

  • Regulated professions: Only licensed practitioners can legally use the protected title or perform regulated acts. Medicine, nursing, engineering, law, architecture, teaching, social work, and many others are regulated. Regulatory bodies (called Colleges or Professional Associations) control entry.
  • Non-regulated professions: Anyone can work in these fields. Employers set their own credential requirements. Most business, tech, and trade roles fall here.

Step 1: Academic Credential Evaluation

For most professions, you first need your academic credentials evaluated for Canadian equivalency:

  • World Education Services (WES): wes.org/ca — the most widely recognized credential evaluation service. Employers and regulatory bodies accept WES evaluations. Cost: $220-$300 CDN. Processing time: 7-20 business days (expedited available).
  • Comparative Education Service (CES): University of Toronto’s service
  • International Credential Evaluation Service (ICES): BC-based but accepted nationally

Step 2: Apply to the Regulatory Body

Each regulated profession has a provincial regulatory body. In Ontario:

  • Medicine: College of Physicians and Surgeons of Ontario (cpso.on.ca)
  • Nursing: College of Nurses of Ontario (cno.org)
  • Engineering: Professional Engineers Ontario (peo.on.ca)
  • Law: Law Society of Ontario (lso.ca) — foreign-trained lawyers take the National Committee on Accreditation (NCA) process
  • Teaching: Ontario College of Teachers (oct.ca)
  • Pharmacy: Ontario College of Pharmacists (ocpinfo.com)

Each has different requirements — typically a combination of document submission, examination, and supervised practice. Start by contacting the relevant College directly.

Bridge Training Programs

Ontario’s Bridge Training Programs help internationally trained professionals fill specific gaps between their foreign training and Canadian licensing requirements. They’re often subsidized or free. Find them at ontario.ca/page/bridge-training-programs.

Examples:

  • Internationally Educated Nurses (IEN) bridging programs at several Ontario colleges
  • Engineering bridge programs through McMaster, York, and Ryerson (TMU)
  • Pharmacy bridging programs

Fair Access to Regulated Professions

Ontario’s Fair Access to Regulated Professions and Compulsory Trades Act requires regulatory bodies to have transparent, objective, and impartial processes. If you feel you’ve been treated unfairly, the Office of the Fairness Commissioner (fairnesscommissioner.ca) investigates complaints. Know your rights.

Timeline Expectations

The process takes time — often 6-24 months depending on the profession and your specific situation. Start the process before you arrive in Canada if possible. Many of the documentation steps (WES evaluation, gathering transcripts and degree certificates) can be initiated from abroad.
